OCSC signs MoU with MOHA, Lao PDR and discusses cooperation on human resource management

On 8 October 2024, the Office of the Civil Service Commission (OCSC), led by Mr. Piyawat Sivaraks, Secretary-General, and the Ministry of Home Affairs (MOHA), Lao People’s Democratic Republic (Lao PDR), led by Mr. Nisith Keopanya, Vice-Minister, signed a Memorandum of Understanding (MoU) on cooperation in the field of human resource management at the Prime Minister Office in Vientiane, Lao PDR. The MoU signing ceremony was graced by Ms. Paetongtarn Shinawatra, Prime Minister of Thailand, and Mr. Sonexay Siphandone, Prime Minister of Lao PDR.   

On this occasion, Mr. Piyawat Sivaraks also led the OCSC team to pay a visit to Mr. Vilayvong Bouddakham, Minister of Home Affairs and discuss action plans for enhancing human resource management in the civil service with MOHA’s executives and representatives. To this end, the two sides drafted a five-year cooperation plan aimed at fostering cooperation in organizing technical and academic exchange programs, training, study visits, and academic seminars on various topics to empower both governments to be a part of sustainable economic and social development.

Mr. Piyawat Sivaraks commented that this cooperation promotes not only the exchange of best practices but also a learning environment where the two organizations share their experiences in human resource management and development through multiple methods. The objective of this is to strengthen civil servants’ capabilities, equip them with necessary knowledge and skills, and enable them to adapt to changing demands of citizens and society. Additionally, the signing of the MoU and the discussion on related action plans reflect the long-lasting, valuable partnership between our organizations. Such a relationship could open up opportunities for other types of cooperation in the future as well. We can help each other in a variety of areas, especially human resource development in the civil service, which has always been one of the OCSC’s priorities.

Mr. Nisith Keopanya said that the MOHA and the OCSC have constantly been developing and expanding cooperation in a wide range of areas. Human resource development plays a vital role in empowering people to acquire the skills necessary for many aspects of national development. The cooperation between our organizations provides a platform for sharing knowledge and technical skills pertaining to public administration and development. At the same time, it enhances the friendship between Lao PDR and Thailand, while laying a foundation for strong cooperation which will ultimately bring about success in public administration and other areas in the future.
