OCSC hosts the OCSC International Forum 2024 Future Fit Civil Service: Shaping Tomorrow’s Leaders

The Office of the Civil Service Commission (OCSC) held an annual meeting among government agencies and related organizations for the fiscal year of 2024 on Thursday, 29 August 2024 at 08:00 – 16:30 hrs. in Sapphire Room no. 204-205 at IMPACT FORUM, Muang Thong Thani, Nonthaburi. This year’s event titled “OCSC International Forum 2024 Future Fit Civil Service: Shaping Tomorrow’s Leaders” was intended to enhance knowledge and performance pertaining to civil service human resource management. It also provided an opportunity for government agencies to establish and strengthen networks among HR professionals working in the public sector and the private sector in Thailand as well as in other countries. During the event, the participants were able to share their knowledge, ideas and practices that would be applicable to each organization’s context.





Centering around the theme of Future Fit Civil Service: Shaping Tomorrow’s Leaders, the event offered a knowledge-sharing platform for preparing the public sector HR system to align with current and future contexts, while developing future-ready leaders. Invited to share their experience and HR best practices were the following honorary guests from the public sector and the private sector domestically and internationally:

Another highlight of the program was a presentation of the research findings from the Strengthening Public Service Leadership and Capability in the Central Government of Thailand project jointly conducted by the OCSC and the OECD. One of the objectives of the project is to evaluate Thailand’s central government administration against the Recommendations on Public Service Leadership and Capability: PSLC, which cover 14 principles under three pillars, including 1) values-driven culture and leadership 2) skilled and effective public servants and 3) Responsive and adaptive employment systems.


The international forum welcomed more than 400 participants, comprising government agency heads and their representatives who are directly in charge of HR management. In addition to an expert panel discussion and a platform for government agencies to exchange their ideas, the event included an exhibition showcasing a future HR system designed to respond to government agencies’ requirements and changes. The system introduces Cooperative and Work Integrated Education (CWIE), the Engagement Survey method, the Guidelines for Public Sector Personnel Development B.E. 2566 – 2570,
the Promotion Readiness and Suitability Information System (PRSIS), and the development of well-being-centric modern organizations. Through all the activities provided, not only did the participants learn about innovative public sector HR methods, but they also engaged in insightful discussions, which would lead to sustainable, positive developments in human resource management in the civil service.
