Organisation for Economic Co-operation and Development: OECD, Public Employment and Management Team (PEM) led by Mr. Daniel Gerson (Head of the PEM) Ms. Alana Baker and Mr. Dónal Mulligan visited OCSC to study and gather information on Thailand’s civil service human resource management from 27th of November – 1st of December 2023. This project is under Thailand Country Programme Phrase 2 to study the readiness and preparation of Thailand to become a member of OECD. This fact-finding mission includes 4 main activities – 1) Group interview at the OCSC, which 12 government agencies participated in. 2) Workshop with directors and HR from across Thailand’s civil service. 3) Agency visit at the Revenue Department and 4) Stakeholders interview at the OPDC. This project will lead to the review of human resource development and management under OECD Recommendation on Public Service Leadership and Capability (PSLC), which aims to improve the civil service to the more effective way and align with the need of Thai people in the future.
